Xuxiaolan said that small and medium-sized enterprises are the most important cornerstone of China's economy because of their large number and wide coverage. At present, the COVID-19 epidemic is still spreading all over the world. In particular, the recent outbreak of the epidemic in 28 provinces has caused a serious impact on the production and operation of small and medium-sized enterprises. Small and medium-sized enterprises are facing multiple challenges such as rising raw material prices, difficult and expensive employment. Chinese governments at all levels have promoted a series of preferential policies to help small and medium-sized enterprises solve difficulties and enhance their endogenous motivation and innovation vitality.

Xuxiaolan introduced that in recent years, China has made positive achievements in the development of "specialization and innovation", and the number and scale of enterprises have been growing. It has cultivated 4762 specialized, special and new small giant enterprises, led the provinces to identify more than 40000 specialized, special and new small and medium-sized enterprises, and cultivated more than 110000 enterprises. According to the production and operation monitoring platform data of small and medium-sized enterprises, the growth rate of income and profit of small giant enterprises last year was higher than that of all monitoring enterprises, and the profit margin was more than twice that of all monitoring enterprises.

Xuxiaolan said that in the next step, we will intensify our efforts in the following three aspects, continue to guide the majority of small and medium-sized enterprises to take the road of specialization and innovation, and achieve high-quality development.

First, we should strengthen the cultivation of fine, special and new small and medium-sized enterprises in junior colleges. We will continue to build and improve the gradient cultivation system for high-quality small and medium-sized enterprises. We will make them better and stronger, and promote the concentration of technology, capital, talents, data and other elements to specialized and new small and medium-sized enterprises. Strive to cultivate millions of innovative small and medium-sized enterprises among more than 47 million small and medium-sized enterprises by 2025, and on this basis, cultivate 100000 provincial specialized, special and new small and medium-sized enterprises, on this basis, cultivate 10000 specialized, special and new small giant enterprises, and on this basis, cultivate 1000 single champion enterprises in the manufacturing industry.

Second, service. Do practical things for enterprises and solve difficult problems. China has formed a service system for small and medium-sized enterprises with the "four level service platform network for small and medium-sized enterprises" as the backbone, the public service demonstration platform for small and medium-sized enterprises and the innovation and entrepreneurship demonstration base for small and micro enterprises as the core support, and the majority of social service institutions as the important support. In June every year, government departments and service institutions at all levels are organized to carry out the "service month" activities for small and medium-sized enterprises, and carry out characteristic services according to local conditions.

Third, cooperation. Promote the international development of small and medium-sized enterprises. Promote the establishment of China's small and medium-sized enterprise centers in a wider area, create a service system for overseas small and medium-sized enterprises, support core enterprises in the industrial chain and supply chain to drive upstream and downstream large and medium-sized enterprise groups to go to sea, and encourage small and medium-sized enterprises to expand overseas markets through cross-border e-commerce and other channels.
